An integral member of a multi-disciplinary Community Mental Health Team and in coordination with other community agencies and professionals, you provide a range of mental health services to children, youth and their families, when the child or youth is suffering from serious emotional, psychological, behavioral or psychiatric illness.
As a Clinician, you provide direct clinical services such as intake, assessment, diagnosis, treatment, and crisis intervention for children, youth, and their families. Consulting with community agencies, schools, hospitals, and other ministry programs, you understand the importance of being involved in community education, development, coordination, and prevention/early intervention programs. You build and maintain relationships with a wide variety of stakeholders in the community to ensure that conflicts are resolved, and appropriate outcomes are achieved.
Qualifications for this role include:
• Masters in Social Work, Educational Counselling, Clinical Psychology or Child and Youth Care or comparable graduate degree at the Master’s level, or equivalent.

The Overdose Emergency Response Centre (OERC) is the province’s central hub for taking immediate action to address the overdose emergency. The OERC coordinates services across the province, evaluates the results and monitors the impacts of the crisis and interventions on communities across B.C. The OERC also undertakes strategic planning and policy development to guide B.C.’s overdose emergency response.
In this role, you will oversee the implementation of several provincial overdose prevention-related strategies and interventions. You will lead a multi-disciplinary team that collaborates with other ministries, health authorities, public agencies, affected communities, people and families with lived/living experience to escalate the response to the overdose emergency. You will also be responsible for expanding partnerships and designing and leading innovative, evidence-informed solutions to the overdose emergency. This will include pharmaceutical alternatives to the toxic drug supply and nurse prescribing.

Position Summary
We are looking for an Interim Medical Director, Primary Care for a 1 year term.
The Medical Director plays a key role in the establishment and design of the FNHA Physician Model that will align with our Primary Health Care ++ approach and team based primary health care model. The Medical Director will develop a physician recruitment framework that ensures appropriate resources to create sustainability. This framework includes the development of a series of plans in support of the FNHA Physician Model including service delivery models, compensation models, recruitment framework, quality indicators, and Nurse Practitioner inclusion in the model. The Medical Director operationalizes FNHA strategies, including but not limited to, our HepC and Cancer strategies.
The Medical Director provides leadership to strategic partnerships and alliances to contribute to First Nations health policy and planning with the overall goal of improving the quality of primary health care services for First Nations people in British Columbia. This role acts as a healthcare advocate for community members and works with general practitioners, family physicians, and other clinical care providers on health issues, policy issues and operationalizing primary health care. The Medical Director endorses and provides leadership to the development of FNHA into a learning environment.
This position will be part-time with flexible hours between 15 to 26.25 hours per week.

Responsibilities
Provide leadership and expertise to the establishment and design of the FNHA Physician Model and Frameworks.
Provides expert opinion and advice to the Primary Care team on policy related issues such as compensation models for physicians, Physician Master Agreement, etc.
Leads the collaborative efforts of service areas across FNHA by liaising with leaders and encouraging increased coordination amongst FNHA departments, resulting in a spectrum/continuum of care and service to First Nations Communities.
Works collaboratively with the Director of Primary Care to operationalize the FNHA primary care policy and action plan.
Provides the full scope of physician administrative duties necessary to support the FNHA model of primary health care and medical care of patients through FNHA primary health programs and services.
Leads the development of corporate identity and plan for the building of a clinical physician team and physician and traditional wellness office.
Acts as a thought leader and provides clinical expertise to strategic planning and development, including FNHA’s participation of Provincial and Federal activities and initiatives.
Strategically influences primary health care services for First Nations through targeted partnerships with Doctors of BC, the College of Physicians and Surgeons, Medical Advisory Committees, Medical Directors of BC, the Rural Coordination Centre BC, Divisions of Family Practice, and other physician leadership forums.
Leads the development of Primary Care clinical guidelines and protocols.
Undertakes the development of FNHA’s primary care agendas and service mandates in collaboration with First Nations communities and external and internal stakeholders.
Oversees performance management for primary care service delivery within FNHA by developing and implementing standards/guidelines for primary care service providers; developing systems for monitoring performance, and following-up on action plans for improvements.
Provides clinical subject matter expertise in the development of emerging and existing FNHA primary health care activities (i.e. nursing, health benefits, virtual care), and in the development of integrated primary care (i.e. nursing, traditional wellness, mental wellness, oral health, and traditional medicines), to First Nations throughout the province.
Provides clinical expertise with respect to reviewing incident reports, complaints or appeals to Health Benefits and supports the development of the FNHA’s responses and recommendations.
Leads the clinical physician team including mentoring, career development, and supervision when necessary.
Liaises with key stakeholders and government to enhance the delivery and development of clinical services to BC First Nations.
Seeks to understand and respect First Nations cultural principles and protocols and apply and promote this understanding as well as cultural humility in all work situations.
Delivers front line primary care when necessary.
Represents FNHA and travels to various Regions and Communities to participate in Lower Mainland and/or Provincial Committees as required.

Qualifications
Education
A medical degree recognized in Canada and completion of a post-graduate training program in primary care.
A Master’s degree in a relevant subject (primary care, public health, health administration).
Occupational Certification
Requires a medical license to practice in BC with RCPSC certification or equivalent qualification in a specialty related in community medicine or an equivalent combination of education, training and experience.
CCFP or equivalent in Family Medicine.
Experience
Significant, recent and relevant experience (usually acquired over a period of five – eight years or more – experience in primary care medicine preferred).
Significant, recent and relevant experience in primary care medicine in an Indigenous setting is an asset (usually acquired over a period of five-eight years or more).
Demonstrated experience in a management role in a health service environment.

Using a relationship-centered approach, provides clinical support, consultation, and advising to Regional Primary Care Managers and Regional Project Managers to support successful implementation of region, Nation, and community-driven primary care projects initiatives, including, but not limited to FNPCI.
Identifies regional strengths, opportunities, challenges, and priorities as they relate to primary care clinical areas, and consolidate and analyze feedback/information to provide recommendations for regional and provincial virtual health planning activities.
Understands intersection of legislation, professional regulation, policy, and individual competency as it relates to clinical practice, and support regional Primary Care teams to identify and problem solve solutions across these areas.
