The Tale of Three Communities:

It wasn’t the best of times but it wasn’t the worst of times either. Three small but fictional communities in Northern BC hosted community engagement events in the fall of 2015. In the first community, hardly anyone came out and the organizers were frustrated and discourage.In the second community, many people showed up but they were in a bad mood and used the event to attack the organizers who were surprised and unprepared. In the third community, the public participation event drew a large and lively crowd, in spite of a huge snow storm the day before. The event was full of laughter and the ideas and commitments were free-flowing. The organizers were encouraged and further work together was proposed.  What accounts for such dramatic differences in the hosting of a community engagement or public participation activities?
